New RCA rules are good only for small claims, insurers say

The new rules set by the Insurance Supervision Commission
(CSA) for RCA insurance (mandatory civil liability insurance for
car owners) are useful only in the case of low-value claims,
insurers say. CSA has recently decided to modify the claim settling
process in the case of RCA insurance, so that persons asking for
their money from insurers before repairing their car will be paid a
sum calculated on the bases of prices charged by car servicing
units. Before this modification, consumers had the right to ask for
money in advance, but paid sums were calculated by insurers at
prices matching at most the ones car servicing units asked for
parts and labour, prices that could be 20-30% below those of many
repairing facilities. However, insurers do not expect many drivers
to resort to early payments, in the context where only around 5% of
them have mended their cars this way in recent years.
Most insured
persons want the insurer to directly pay servicing facilities for
the value of repair works.
