Romanians get 4bn fiscal receipts a year for food and detergents
In Romania at least 4 billion fiscal receipts are issued in
hypermarkets, supermarkets, discount stores, and convenience stores
alone, according to a ZF estimate based on the number of customers
that go in such stores daily.
Last year there were over 53,000 supermarkets, hypermarkets, cash
& carry stores, discount stores, convenience stores, and petrol
station stores, according to a FMCG survey conducted by MEMRB
market research company. Premier Emil Boc's announcement that
incentives would be granted to Romanians who hang on to their
fiscal receipts - a measure meant to reduce fiscal evasion - has
generated a series of reactions among consultants and merchants,
who say the measure will not have the anticipated result. The draft
law being prepared by the Finance Ministry could be enforced in the
last three months of the year or at the beginning of next
year.
"Such a measure is very difficult to enforce and I don't think it
will be possible to implement it. Cracking down on fiscal evasion
has never, nor will it ever be the task of consumers. The
authorities are the ones that could take a set of measures to
combat fiscal evasion, such as implementing IT systems," says
Marius Stăncescu, president of financial and business consulting
company Riff Holding international.
