How much are the 51,200 car scrappage vouchers on the market trading for?

There are almost 51,200 vouchers part of the "Rabla" car scrappage scheme traded on the free market, reveal the statistics of the Environment Fund Administration (AFM), as more than 161,000 cars were scrapped but less than 110,000 vouchers were used to buy a new one.
The price of a voucher whose nominal value is 3,800 RON (some 900 euros) on the free market fell from almost 2,000 RON to 1,000 RON as the Environment Ministry increased the number of vouchers from 60,000 to 190,000.
Players on the automotive market say that whereas at first when a cap of 60,000 vouchers for the car scrappage scheme had been announced, those who had a voucher would ask up to 2,000 RON for it and were not willing to negotiate, now most have cut prices to less than 1,500 RON and are more open to negotiations. Therefore whereas the nominal value of the 51,200 vouchers is close to 45 million euros, the "market" value stands at about a quarter of that.
