CNAS head's plans for healthcare system funding

Nicolae Lucian Duţă, chairman of the National Health Insurance House (CNAS) managing funds worth almost 4bn euros annually, one of the biggest budgets of a public institution, says the problem of healthcare system funding may be solved this year if a factoring system of half a billion euros at the highest is implemented, to which funds generated by budgetary adjustment are added.
In the wake of last week's budgetary adjustment, the healthcare sector was allotted 2.9bn RON (700m euros).
As regards payments to retail pharmacies, Duţă says he received a factoring offer from Nomura Japanese financial group for a minimum sum of 200m euros, but which could get as high as 500m euros, and through which pharmacies could get their money back faster.
Duţă specified the factoring system was not mandatory and he was waiting for other banks to come up with offers.
Starting July 1, CNAS introduced a new subsidisation method for the products it pays for to a 50% and 90% extent, which it plans to expand to free products.
At the same time, Duţă wants negotiations with producers through which they should commit to get certain results.
