Mucibabici, Deloitte: PPP law is not permissive and delays projects

George Mucibabici, chairman of Deloitte Romania, the company that provided advice for the concession of the Bacau Airport says that the Public-Private Partnership (PPP) Law is not permissive enough and that project preparation may take as long as two years.

Deloitte, together with law firm Bostina and Asociatii and IPTANA company, provided consultancy to the Bacau County Council for the leasing the Bacau Airport for a 34-year period, which will attract 45 million-euro investments from Blue Air company held by businessman Nelu Iordache over the next 30 months.

The contract was closed, financially speaking, on the 27th of January, although preparations started in 2007.

The thorough feasibility study, the low interest of the authorities and the many things that are not specific enough in the concession law are the main problems hindering the carrying out of the public-private partnership contracts.
