Comarnic-Brasov highway a fiasco

The contract for the construction of the Comarnic-Brasov highway (55 kilometres), worth 1.9 billion euros, including VAT, imploded today after the Vinci-Aktor consortium requested the termination of the first public-private infrastructure contract on the local market. The most heavily promoted project of the Transport Ministry has therefore turned into a failure, after a tender that took two years to complete.

Vinci-Aktor and the representatives of Compania Nationala de Autostrazi si Drumuri Nationale (National Company of Highways and National Roads - CNADNR) failed to reach an agreement on the financing of the project and on the deadline for completing and starting the construction works.

"The representatives of Vinci-Aktor made a list of the changes they would have liked included in the contract for the construction of the Comarnic-Brasov highway, which would have actually changed the initial contract both in terms of completion deadline and in terms of money allocated for the project. Preparation of the construction site would have started in 2012 instead of 2011," CNADNR sources told ZF. Transport Minister Radu Berceanu announced he would hold a news conference on Monday, 19th of April, to explain the termination of the contract.
