Romania's National Highway and National Roads Company (CNADNR) last year received the highest subsidies from the state, almost 1.6bn euros, being thus the institution that got the largest sum given that where its own funds accounted for just 13% (222m euros) of total sources it had.

The Transport and Infrastructure Ministry (MTI) adjusted the revenues and expenses budget for 2010, boosting CNADNR expenditures by 9% from the previous adjustment, from 1.79bn RON (426m euros) to 1.95bn RON (464m euros).

However, the government decision regarding the approval of MTI's spending and revenue budgets is not clear as regards the way revenues are generated and until yesterday no CNADNR or MTI official had answered ZF's request for clarifications about the way revenues and expenses are distributed.

CNADNR, which employs 6,416 people, last year launched just 12 km of highway and delivered 621 km of rehabilitated national roads, in addition to 105 km of orbital roads.
