Romania has provisionally closed the "Financial control" negotiation chapter - an important moment for the adoption of the community legislation and for creating the institutions that control how public funds, both Romanian and European, are spent. Romania's Negotiator for EU Vasile Puscas says the "Financial control" chapter regulates the institutions and community legislation required to efficiently control how the public funds are spent, no matter if they are Romanian or EU-supplied funds. The completion of negotiations on this chapter is important for speeding up the negotiations on other chapters, as well. For instance, the "Agriculture" chapter controls the EU funds allocated as direct payments to Romania in its position as a member state, but also as an applicant (the SAPARD programme). The "Regional Policy" chapter deals with the control of the structural funds allocated after accession and aimed at regional development, professional conversion and supporting areas faced with economic decline.
