The end of July is near, but companies that pay the people
they work with based on royalty schemes and the liberal/independent
professionals do not have any official information as to how social
contributions will be levied on professional incomes. The Labour
Ministry has finalised a draft of guidelines that regulate taxation
of professional incomes other than salaries, which came into force
on July 1 (article III of ordinance 58/2010), but fiscal
consultants say they have yet to be consulted on the matter.
According to consultants, the preliminary version of the
enforcement guidelines is incomplete, leaving many aspects vague.
There is also vagueness as far as health insurance contributions
are concerned.
