TheFiscal Council has criticised this year's second budgetaryadjustment as well, maintaining the substantial increase in thereserve fund by 1.6bn RON, also aimed at arrears payment, is notdetailed along destinations, and the frequent social assistanceexpense revisions are pointing to weaknesses in the budgetaryplanning process.
"In accordance with the transparency principle, the FiscalCouncil is recommending a detailed outline of additionalallocations aimed at the budgetary reserve Fund in the documentsannexed to the rectification draft, specifying the sum that is tobe used for the payment of arrears," reads the Fiscal Council'sopinion on the 2010 budget adjustment draft.
The Council sees as welcome the setting of clear criteria on thebasis of which this fund will be distributed with a view toavoiding discretionary allocations, as well as the periodicpublication of the amount of the budgetary reserve Fund and of thedestinations it is distributed for.
