Three of the top five leading criteria based on which a companyor an institution chooses its provider of mobile telephony serviceshave to do with fees, reveal data from a survey conducted by Gallupbetween March and April 2010 for the Communications RegulatoryAuthority (ANCOM). In June 2010, companies had around 2.4 mobilephone call subscriptions, out of a total of 24.4 million SIM cardsactive on the market (prepaid and post-paid cards).

The leading criterion is territorial coverage of the network, but the next three criteria are call plan fees and fees for callswithin the network and to other mobile networks. The company'sreputation ranks fifth, according to Gallup data.

"Criteria such as coverage are truly important because if you'vegot sales people throughout the country and you get "no service",it's hard to achieve your targets. Things have made a lot ofprogress on this market, and the differences among the top threeoperators on the market are small," Adrian Ciobanu, managingpartner of Reimens Group, a company that provides advice on cuttingcosts of communication services, commented for ZF. "Things aredifferent only at RCS&RDS, but the company's offer is not verymuch targeted at big companies."
