Transport Ministry terminates contract for Moara Vlăsiei-Ploieşti motorway section

The National Motorway and National Roads Company in Romania(CNADNR) has terminated two major motorway construction contractswithin a week. After the institution announced the termination ofthe contract for the Cernavodă-Medgidia section, built by Colas,yesterday it was the turn of Romanian construction companies:CNADNR terminated the contract for the Moara Vlăsiei - Ploieştisection, built by the companies of three Romanian businessmen, alsoknown as "asphalt kings": Dorinel Umbrărescu, Costel Căşuneanu andDan Besciu.

The road company explained its decision by the fact that thefour companies, Spedition UMB, Tehnostrade (both controlled byDorinel Umbrărescu), PA&CO International (Costel Căşuneanu) andEuroconstruct Trading '98 (Dan Besciu), had abandoned works on astretch of nearly two kilometres of the 42.5 kilometres of thesection over 16 months ago, as well as by the fact that thecontractors asked for an increase in the contract value. However,the contractor causing the biggest problems appears to beEuroconstruct, with Besciu's company being in charge of thetwo-kilometre stretch in question.

"The contractors divided the sections among themselves. Theproblematic stretch is part of the section that EuroconstructTrading '98 was in charge of. In fact, Euroconstruct only finalised25% of its stretch, Spedition UMB completed 98% of its works, whilePA&CO International completed 60% of its allocated section,"said sources from CNADNR.
