How public administration bureaucrats tricked their way out of the 25% salary cuts

Two months after the coming into force of the law imposing a 25%cut to salaries of state employees, the Statistics Institutereveals that incomes of public administration personnel declined byless than 14%. Moreover, in August, salaries of such workers roseby 1.2% against July, the same percentage by which the average netsalary in the overall economy fell.


At the same time, in the healthcare system and the educationsystem, which also include private sector employees (which shouldnot have seen salary declines for these two months), the reductionof the average salary amounted to 20% and 27.3% respectively.
The granting of holiday bonuses and the fact that there are publicsector employees with incomes close to the minimum salary in theeconomy (600 RON in gross amount) - for which the 25% cut was notapplicable - are the main reasons for which the salaries of stateemployees are not reflected in the statistics, these are theexplanations given by the Statistics Institute. Although theprogression of personnel spending, as recorded with the FinanceMinistry, reveals a decline of over 25% in personnel spendingagainst the similar period of last year, some of the publicinstitutions have quite clearly left their salary budgetsuntouched.
