Developers have yet to resume work on the construction site ofthe Planorama residential complex in the Colentina district ofBucharest, where the first buyers should have moved three years agoin the over 1,000 apartments of the complex, despite havingpromised them four months ago that they would be able to move intothe first building in May.

No buyer has received their apartment yet, although in Novemberdevelopers came up with a new addendum to the contract stipulatingsomething along the lines of "Waive delay penalties and you willget your apartments in May'.

This goal is now almost impossible to attain given that the workrequired for the first building should last at least two months, and the transfer of the approximately 250 apartments to theirowners could take several months, as well.

"The May deadline cannot be physically met, even if they startedwork tomorrow, because they have not done anything in this regardyet," says Florin Vasile, one of the buyers of an apartment inPlanorama, who organised a group of about 200 clients of thecomplex to be able talk more effectively with the developers.
