The beneficiaries of European HR funds say they are not gettingtheir money, for which reason projects are frozen. Authoritiesanswer they are working on communication and urge beneficiaries tocall the Finance Ministry. The representatives of the managementauthority handling the programme say they are aware ofbeneficiaries' problems and that they drew up a plan of immediatesteps to address the situation. "(...) Funds are not frozen and weknow there were some problems in the past, particularly as regardscommunication with beneficiaries," said Cristina Zevedei, generalmanager of AMPOSDRU, the management authority handling HR funds. Onthe other hand, beneficiaries say the biggest hurdle at present islate payment, leading to the impossibility of continuing projects.Authorities state the low level of absorption for HR European fundsallotted during 2007-2010, of only 5%, is accounted for by theinsufficient number of employees involved in project assessment.
