Romanians get 4bn fiscal receipts a year for food and detergents

In Romania at least 4 billion fiscal receipts are issued inhypermarkets, supermarkets, discount stores, and convenience storesalone, according to a ZF estimate based on the number of customersthat go in such stores daily.
Last year there were over 53,000 supermarkets, hypermarkets, cash& carry stores, discount stores, convenience stores, and petrolstation stores, according to a FMCG survey conducted by MEMRBmarket research company. Premier Emil Boc's announcement thatincentives would be granted to Romanians who hang on to theirfiscal receipts - a measure meant to reduce fiscal evasion - hasgenerated a series of reactions among consultants and merchants,who say the measure will not have the anticipated result. The draftlaw being prepared by the Finance Ministry could be enforced in thelast three months of the year or at the beginning of nextyear.
"Such a measure is very difficult to enforce and I don't think itwill be possible to implement it. Cracking down on fiscal evasionhas never, nor will it ever be the task of consumers. Theauthorities are the ones that could take a set of measures tocombat fiscal evasion, such as implementing IT systems," saysMarius Stăncescu, president of financial and business consultingcompany Riff Holding international.
