Instead of firing, some agencies are hiring

Part of the public sector institutions are holding contests tohire managers, advisors and inspectors, even though the governmentannounced at the beginning of the year that public sector hiringwould be frozen this year.

A normative act enacted last year (Government Ordinance 34/2009)and intended to make certain modifications to the salary law, suchas the freeze of hiring in the public sector this year, allows fora few exceptions: if 7% of the total number of employees of aninstitution retire, one person may be hired; if the institutionfiles a request to the ministry it reports to and "makes aconvincing case", it may be allowed to fill 15% of the positionsvacated by those retiring.

"These are the only ways that can be used for hiring in thepublic sector: either when 7% of the employees retire, or when thevacant position is considered unique and the institution requeststhe Finance Ministry to be allowed to hold a contest to fill it,"says Valentin Mocanu, state secretary with the Labour Ministry.

This is the case of the Arad County Employment Agency (AJOFM),which has a staff of 49 and has recently advertised an inspectorposition, holding a contest to fill it at the end of thismonth.

"The contest is held for a unique vacant position that isindispensable. I believe we will cut jobs, too, but we have notbeen notified yet about how many employees we will have to let go,"says Horia Ocolicean, AJOFM Arad manager.
