Poorer counties struggle to pay back loans

10.09.2008, 19:59 11

Banks are facing the biggest problems with the loans granted in the county of Ialomita, where 3.3% of lent sums have not been repaid. The level is over 3 times higher than the national average, which stood at 0.98% in July, according to NBR data.
The poorer counties in Romania hold the top positions in the ranking of areas with the highest levels of overdue payments in borrowed sums. Therefore, although the volume of overdue payments is correlated with that of loans granted, clients have more trouble repaying instalments in these counties.
For instance, although Bucharest concentrates the biggest volume of overdue payments, with almost 30% of the overall national volume, it is not included in the top ten. In Bucharest, the weight of overdue payments in borrowed sums stands at 0.93%, below the national average.
Other counties where banks have problems with overdue payments that account for over 1.5% in loans granted are Bistrita-Nasaud, Suceava, Brasov and Olt.
In terms of GDP per capita, Ialomita stands below the national average of 5,900 euros, with 4,051 euros per capita. In fact, the low economic potential of this county is also reflected by the low level of loans granted, Ialomita stands at the bottom end of the ranking in terms of this.
It is only Brasov that has a surprising presence among the counties at the top of the ranking, given that it ranks 5th in terms of loans contracted by the population and companies until July, and 3rd in terms of the value of overdue payments. In terms of GDP per capita, Brasov ranks 4th nationwide.
The counties that boast the lowest level of overdue payments are Tulcea, Satu-Mare, Galati, with less than 0.5%, the more so as the latter two also have a quite large loan volume.
The rankings of counties coping with the biggest problems in terms of loan repayment do not show significant changes when looking at the currency loans are granted in. Analysts account for the bigger overdue payments of RON-denominated loans by the fact that euro loans are backed by real collateral. Overall, the weight of overdue payments for RON loans in total loans granted stands at 1.63%, compared with 0.43% for euro loans.
Overdue payments accumulated by banking clients in July reached 1.75bn RON (497m euros), up 119% from last July. The top ten counties in the ranking of overdue payments for banking loans concentrate over 60% of the total value of loans not paid back in due time and the top ten also includes counties with a development level much higher than in the rest of the country. Of overall overdue payments, Bucharest holds the biggest weight, of 30%, followed a long way behind by Brasov, with 5%. The following positions are filled by Bihor, Timis and Cluj, with a value of overdue payments that tops 67m RON (18.9m euros).
