ANRE changes the circulation of money within Conel

The National Authority for Energy Field Regulations (ANRE) has issued a new procedure for distributing to producers cashing-ins resulted from the sale of electric energy. The procedure will come into effect starting July 1 and will replace the old money traffic within Conel, according to a statement issued by ANRE.

The regulation sets up a mechanism of daily transfer. Thus, sums cashed in by distribution subsidiaries of SC Electrica SA for power supplied to consumers will go directly into the accounts of electric energy producers and of the other operators within the energy sector, speeding up the process.

Cashing-ins due to each economic unit will be established by the commercial operator, the entity that will commercially regulate the national energy system. It will practically decide the percentage of cashing-ins that goes to the producer, the percentage that goes to Electrica for distribution and supplying and the percentage Conel should get for shipping and logistics.

"The commercial operator settled these amounts for each month, taking into consideration a series of factors, such as historical debts, payment through compensation orders or payment under the form of foreign currency," Alexandru Sandulescu, a director within ANRE told Ziarul Financiar. These percentages are directly sent to distribution subsidiaries and not to Electrica, to the end of eliminating subjectivity and the lack of transparency, as well as delays in payments.

The old system of Conel stipulated that all cashing-ins for sold energy should be collected by distribution subsidiaries, gathered into a collector account and then distributed in line with "criteria known only by themselves."

"We hope that through this decision we will be able to positively influence the circulation of money within the sector," Sandulescu said.

An indirect effect of the new regulations will be that Electrica, which can no longer directly earmark its due sum and pass on the rest of the money, will be much more interested in rising the rate of cashing-ins. ANRE says that it took as early as last year a series of measures meant to cut down arrears within economy.

Consequently, licences issued for economic units within electricity and thermal energy production, transport and delivery will contain the obligation to set up guarantees under a form that would secure permanent solvability of the respective economic unit.

Contracts also stipulate penalties for delays in the payment of the equivalent value of the supplied energy or delivered service, usually of 0.3 percent daily, larger than interests banks put up at present so as to stimulate debt payments on time to economic units within the energy sector.
